## Description

THIS SYNOPSIS IS A PRE-SOLICITATION NOTIFICATION OF THE GOVERNMENTS INTENT TO AWARD A SOLE SOURCE CONTRACT. NO SOLICITATION IS AVAILABLE AT THIS TIME. The United States Air Force intends to award a sole-source contract to Silverthread, Cage Code 776H7. Authority FAR 13.106-1(b), Only One Source Reasonably available. Description The OO-ALC has a requirement for analysis and optimization of its Multi-Application Business Systems Modernization (MABSM) system.

Economic and Portfolio Management (EPM) software is required to perform a comprehensive analysis of the organization's MABSM software code-base to identify opportunities for optimization. The software will scan through the entirety of MABSM applications to identify coding deficiencies, security vulnerabilities, runtime inefficiencies, code redundancies, and excessive complexity.

The requirement also includes advisory and familiarization services to show government personnel how to utilize the EPM software and interpret the results and to produce a report based on the results of the system scan. OO-ALC requires the rights to use this software and accompanying services for up to 6 months. This is deemed a commercial effort.

Anticipated CLIN structure 0001 Product license for a 1-time use scan of MABSM applications, detailed report of results, and consultation, advisory, and familiarization services. Period of performance 6 months.

**Anticipated Contract Award Date:** 25 September 2024. The award is anticipated to be an undersat purchase order. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
