## Description

THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THE GOVERNMENT WILL NOT PAY FOR ANY COSTS ASSOCIATED WITH RESPONDING TO THIS PRESOLICITATION SYNOPSIS.
