## Description

This contract action was not awarded competitively and was awarded as a Cost-Plus Fixed Fee contract. Northrop Grumman (NG) is the only vendor capable of providing the services at the level of quality required since the services ordered are unique to the DMSMS issues associated with the SIC system, for which NG's solution utilized their own proprietary data. Due to acceptable performance on preceding tasks on the PBL contract and the inefficiencies to overcome with transitioning to a new contractor, the contractor Northrop Grumman, was identified as the logical choice for a sole source award.
