The statutory authority for this acquisition is 10 U.S.C 2304(c)(1)as implemented by FAR 6.302-1. In accordance with FAR 6.302-5(b)(1), when there is a reasonable basis to conclude that the agency’s minimum needs can only be satisfied by unique supplies or services available from only one or a limited number of sources or from only one supplier with unique capabilities. The scope of this service requirement is to perform nuclear treaty monitoring sample analysis. The North American Industry Classification System Code (NAICS) is 541380. It has been determined that Linde LLC is the only responsible source capable of providing this service. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement by written notification no later than 4:00 P.M., ET, on 6 August 2025.
