## Description

This firm-fixed price contract action was not awarded competitively as this this was a Sole Source with (Leidos, Inc). Procedures in FAR subpart 13.5 were used in accordance with 41 U.S.C.1901. IAW FAR 13.106-1(b)(1), Leidos, Inc. is the only source to be able fulfill the highly specialized and proprietary needs of this requirement.

All other awards would sustain substantial duplication of cost to the Government that is not expected to be recovered through competition; or unacceptable delays in fulfilling the agency’s requirements. IAW FAR 5.207(c)(15), Leidos, Inc. is the only source capable of fulfilling the Government’s requirement for the merging of current data inventory onto the already existing and in use CLASS.

The CLASS is a unique and tailored system currently employed by the Air Force Life Cycle Management Center (AFLCMC) and is currently merging satellite locations onto CLASS to obtain continuity.
