This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement via written capability statements. All responses from responsible sources received within two (2) calendar days after date of publication of this notice will be considered by the Government. As a result of analyzing responses to this "Notice of Intent," the Government shall determine whether a competitive solicitation will be issued. Any prospective contractor must be registered in the "System for Award Management" (sam.gov) in order to be eligible for award. The Government will not be responsible for any costs incurred by interested parties in responding to this "Notice of Intent." This proposed action is for the procurement of continued Maintenance and Support (M&S) for the existing AF/A5RW Multi-User/Departmental (MUD) Licenses for the General Algebraic Modeling System (GAMS)/BASE and GAMS/CPLEX (Optimization Studio) solver ( 5-user license pack). The North American Industry Classification System Code (NAICS) 513210, Software Publishers. Business size standard for NAICS 513210 is $47M. The proposed source is GAMS Development Corporation, located at 2751 Prosperity Ave, Suite 210, Fairfax, VA 22031. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: AF/A5RW Weapons Division uses the Combat Forces Assessment Model (CFAM) to perform analyses of weapon requirements supporting the AF procurement and positioning of munitions and associated consumables. These analysis efforts directly support the operational planning and positioning of the AF munitions inventory by Combatant Commands, and are mandated in accordance with DoDI 3000.04, DoD Munitions Requirements Process (MRP), dated 24 Sep 2009. CFAM uses the GAMS/CPLEX software modules to "solve" the large scale linear programming needed for these analyses; and without it, data will not populate the CFAM model and A5RW will be unable to complete the analysis of weapons requirements. As the OEM of the GAMS software, the GAMS Development Corporation is ultimately the sole provider of the necessary maintenance and support needed to ensure that the software is fully operational and meets AF/A5RW mission requirements.
