## Description

NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source six (6) month contract modification under FAR 6.302-1, 10 USC 3204(a)(1). SAF/FMB has identified a need to award a sole source, fixed price modification to contract FA7014-23-F-0206 to Kearney & Company, P.C. (CAGE 1SJ14), for a 6-month sole source.

During this time, the contractor will continue to provide contract support to meet all SAF/FMB Support Services requirements to support areas of strategic and tactical functional Department of Air Force financial management. Providing senior level expertise & knowledge in accordance with Office of Management and Budget (OMB) circulars, Department of Defense (DOD) Financial Management Regulation (FMR) 7000.14-R, and Air Force Instructions.

These services are critical to ensure continued support of the SAF/FMB Support Services while accomplishing a competitive Follow-on procurement. Services performed under this sole source action will include continuation of the non-personal services covered under contract FA7014-23-F-0206. Task 1 Financial Analysis Support within SAF/FMB providing senior level full spectrum decision support, financial execution, budget development and analysis and budget operations across the Enterprise.

Provide support to policy and training guidance - Training includes FM Contingency Training (Silver Flag). Which provides fiscally responsible management, audit-able and timely financial services, and actionable decision support in contingent environment by delivering fully qualified Financial Management (FM) Airman to the Combatant Commanders.

Task 2- Assisting with development and integration of AF financial management systems and databases as well as network certification and accreditation activities, including planning models with seamless interfaces to recent technology that provide efficient and effective FM processes and procedures. It is critical for the Department of the Air Force’s FMB Support Services maintain continued senior level Advisory and Assistance tasks with no gap in service.

For this reason, schedule is considered a material element of utmost importance in this acquisition. No other contractor is equipped to assemble a specialized team to provide support services timely to meet this need, considering administrative processes and transition requirements to ensure this occurs. Award to any vendor other than the current contractor would result in a significant break in service and unacceptable delays in fulling the agency’s needs and requirements.

Award of this limited bridge action will ensure time for the Government team to conduct Market Research, allowing Industry involvement, followed by a competitive source selection and begin services of the follow-on contract. This is not a request for competitive quotes. The Government intends to solicit and negotiate directly with Kearney & Company, P.C under statutory authority 10 USC 3204(a)(1) as set forth in FAR 6.302-1.

Any interested firms must identify their interest and capability to respond to the requirement no later than the date below. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please respond by 25 June 2024 at 1200 hours Eastern Daylight Time.

Your response must include your Technical Knowledge of and experience having provided support similar to SAF/FMB Support Services and tasks listed above and information to demonstrate the Contractor’s ability to complete Phase-In activities and commence full performance by 30 September 2024.
