## Description

This is a presolicitation synopsis IAW FAR 5.201. The Government intends to solicit four request for quotations (RFQs) under FAR Part 12 & 13 for various Environmental Management Control Systems (EMCS) controllers, software, upgrades, etc. in support of Ramstein AB, Germany. This is not a request for quotation or request for information. The descriptions below are the general requirements for each solicitation.

Additional documents (statement of work/salient characteristics) will be provided upon posting of the RFQ. Due to the OCONUS location, no small business set asides will be used. EMCS CONTROL SYSTEM & WATER CONTROL SYSTEM TO BACNET/IP. The contractor shall provide an application to host the EMCS network, user licenses, user training, 100,000 data point licenses, 2,000/20,000 trending licenses, field software, field software training, and commissioning. All computers will be Government Furnished Equipment (GFE).

All work shall conform to standard commercial practices, in accordance with (IAW) the technical regulations for workplaces, and electrical TUV/VDE requirements. This shall include testing of all controllers and the new application. UPGRADING ZENON ELECTRICAL APPLICATION GRAPHICS AND CONTROLLER PATCHING TO ALL A8000 AND SICAM 1703 CONTROLLERS .

The contractor shall provide all management, tools, supplies, equipment and labor including all work necessary to perform the upgrade of the application software and patching of all A8000 and SICAM 1703 controllers (QTY ~80). All work shall conform to standard commercial practices, in accordance with (IAW) the technical regulations for workplaces, and electrical TUV/VDE requirements. This shall include testing of all controllers and the new application. EMCS BUILDING CONTROLLERS TO BACNET/IP.

The contractor shall provide building controller upgrades to BACnet/IP based controllers and network these buildings into the EMCS headend application. All work shall conform to standard commercial practices, in accordance with (IAW) the technical regulations fo workplaces, and electrical TUV/VDE requirements. This shall include testing of all controllers and the new application. WATER PLANT CONTROLLERS TO BACNET/IP.

The contractor shall provide water plant controller upgrades to BACnet/IP based controllers and network these buildings into the water plant headend application. All work shall conform to standard commercial practices, in accordance with (IAW) the technical regulations for workplaces, and electrical TUV/VDE requirements. This shall include testing of all controllers and the new application.
