The 52d Fighter Wing has a requirement for the purchase and shipping of 5 265 gal totes of MILSPEC Fluorine Free Foam concentrate to Spangdahlem Air Base, Germany. Foam totes must be brand name or equal to the current manufactured product: Perimeter Solutions - Solberg 3% Mil-Spec Synthetic Fluorine-Free Foam.

**BACKGROUND:** The National Defense Authorization Act of 2020 required the Department of Defense to transition from Aqueous Film Forming Foam (AFFF) to fluorine-free foam (F3) to comply with environmental and health regulations. The DoD was tasked with publishing a military specification (MILSPEC) for F3 by January 2023, which they did with the publication of MIL-PRF-32725 in January 2023, creating a path for manufacturers to produce and qualify compatible F3 products. Attachment 1 is the current version of MIL-PRF-32725 and all quotes must adhere to the F3 specifications outlined in this document.
