Where military or other government security forces are unavailable, insufficient, or inappropriate, PSCs protect relief, recovery, reconstruction activity from theft, extortion, vandalism, terrorism, and other unlawful activities in addition to emergent security requirements in stable garrison environments, Outside the Continental United States (OCONUS). This encompasses planned security initiatives, capacity-building efforts, and support for ongoing stability and peacekeeping operations. Effective discipline, training, and oversight of USG contracted PSCs builds the confidence of the local population, reduces the risk of civilians and civilian activities becoming targets, and supports the restoration or protection of the rule of law.
