Description

The Department of Air Force is conducting market research to identify capable commercial sources that can provide marina berthing, access, security, utility connections, periodic vessel checks, and towing support for an unmanned vessel in the San Diego area.

This notice is issued solely for market-research and planning purposes. It does not constitute a solicitation, request for proposal, request for quote, or commitment by the Government to procure services. The Government will not reimburse respondents for costs associated with responding to this notice.

Minimum Requirements

Interested sources must be able to provide, or coordinate as applicable, the following:

A slip with suitable cleats and mooring infrastructure for an 89-foot length overall (LOA), 20-foot beam, and 6-foot draft vessel.

Minimum water depth of 6 feet at the slip, approach, and egress route. Ten-foot water depth is preferred.

	A 60-amp shore-power connection.

A potable-water hose connection at or near the slip.

Twenty-four-hour access through a locked or controlled-access gate.

	Twenty-four-hour security for the marina.

The ability for the vessel to remain unmanned, with periodic checks by marina personnel or another qualified provider. Respondents should describe the frequency and scope of such checks.

Towing support for the vessel from Harbor Island West Marina, San Diego, California, to the proposed marina location no later than 31 October 2026.

The vessel is unable to move under its own power. Any required movement from the current location to the proposed marina, or between slips during the period of performance, must be accomplished by tow.

Company name, address, website, and primary point of contact.

Marina location and available slip location(s).

Confirmation of the ability to meet each minimum requirement.
