A firm fixed price level of effor (FFP-LOE) term contract was considered appropriate for this procurement because the work to be performed cannot be clearly identified. However, the required level of effort can be identified and there is reasonable assurance taht the intended performance cannot be obtained for less than the negotiated effort. Appropriate Government surveillance is in place to ensure that effective methods for cost control and labor efficiency are being used.
