The rationale for limiting sources is due to the uniqueness in nature of the Luke AFB Air Show preparations, necessitating a streamlined procurement process. The aforementioned air act is unique to Army Aviation Heritage Foundation and one of the preferred choice air acts based upon the history, certification and training, safety record, aircraft cleanliness and presentation, professionalism and the high esteem in which it is held by members of the Air Show industry.
