The course should cover topics such as Foreign Military Sales (FMS), Security Cooperation, International Military Education and Training (IMET), and Military to Military advising in the Kingdom of Saudi Arabia (KSA). The emphasis should be on advising. Instruction must occur in Riyadh and be taught by instructors with experience in security cooperation and military advising in the Middle East. Training is to be conducted on an annual basis for a base year plus four option years (5 years total).
