## Description

This is a synopsis for a proposed sole-source contract action to DETECT INC. for the following:

Lease of Two (2) Existing Bird Radar System Upgrades: The Agency requires the immediate upgrade of two (2) existing government owned bird/UAS radar systems purchased from DETECT INC in 2021, currently at Melrose Air Force Range. Lease of One (1) New Bird Radar System: The Agency also requires the lease of one (1) new bird/UAS radar system to be stationed on Cannon AFB.

**Justification for Sole Source:** DETECT INC. is the sole provider capable of meeting the Agency's critical requirements for the following reasons:

**Warranty and Existing System Compatibility at MAFR:** The two (2) government-owned bird radars located on Melrose Air Force Range were originally purchased from DETECT INC. DETECT INC. is the only vendor capable of performing upgrades and maintenance on these existing radars without voiding the manufacturer's warranty.

Engaging another vendor would not only immediately void the warranty on the existing radars but also incur significant turnover costs related to familiarization with the proprietary DETECT INC. systems and potential system incompatibility issues.DETECT INC.'s continued maintenance on the upgrades and the existing radars ensures sustained operational effectiveness and avoids costly disruptions.

**Authority:** This sole source action is being conducted under the authority of FAR 13.501(a).
