## Description

This is a Request for Quote (RFQ) for commercial items prepared IAW RFO 12.201-1(a) and the format in RFO 5.201(c), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ONLY ONE AVAILABLE SOURCE IAW RFO 12.102(a)

**AND RFO 5.101(c)(4)(vii):** 733 CES is requesting the purchase and installation of an airfield beacon light, along with its relocation to a cell phone tower on the base. Additionally, they are seeking the implementation of a wireless control system that enables communication between the air traffic control tower and the beacon on the cell phone tower.

The existing beacon system was designed and installed by Electrical & Construction Specialists (ECS), Inc. To meet Federal Aviation Administration (FAA) regulations, original equipment manufacturer (OEM) components must be used when modifying the existing beacon system (per AC 150/5345-53). The existing beacon has the following part number: ECS-224M, it is only made by Electrical & Construction Specialists, Inc. and there are no known third party certified alternates available.

To meet FAA regulations, the beacon must be replaced with the same part number. Our office reached out to Electrical & Construction Specialists, Inc. to verify the information above. We obtained a signed letterhead memorandum, dated 23 March 2026, stating "ECS is the sole source for the model ECS-224M airport rotating beacon that is presently in service at the Ft Eustis Virginia facility, and is the sole source for the ECS-224M beacon proposed to be its replacement.

There are no out-sourced suppliers, vendors or manufacturers who market the ECS products. ECS manufacturers (and re-manufacturers) and markets its own beacon and parts with the intent to save the end user as much money as possible when purchasing these items."
