This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. FA468625Q0028 is issued as an RFQ. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 4. This will be solicited as a Set-Aside Status: 100% Small Business set-aside, with an associated NAICS code 324191 Petroleum Lubricating Oil and Grease Manufacturing and a small business size standard number of employees of 750. 5. A list of line item number(s) and items, quantities, and units of measure are as follows. 6. This Requirement is to procure Oil (Smoke, Engine & Additive) Airshow 2025 for the execution of the 2025 2-day Air & Space Expo, as defined in the associated Statement of Work (SOW) for Beale AFB (BAFB), CA. The offeror shall deliver smoke oil, engine oil, and engine oil additive to the 2025 Beale Airshow and remove unspent materials and empty containers at the conclusion of the period of performance. The government will only pay for actual oil used (opened containers). Unspent and unopened containers will be removed at no cost to the government. The offeror shall provide all personnel, tools, materials, supervision and other items necessary for the services described in this Statement of Work (SOW). **7.
