This is a new requirement on behalf of the 9th Civil Engineering Squadron (9 CES) for the removal and disposal of concrete and asphalt rubble at Beale Air Force Base (AFB). The concrete and asphalt have been previously exposed to Aqueous Film Forming Foam (AFFF) concentrate which once dissipates, leaves a chemical called Per and polyfluoroalkyl substances (PFAS).

Therefore, the concrete and asphalt rubble is considered contaminated and is required to be disposed at an off-site disposal location that will accept the contaminated rubble. The contractor shall determine proper disposal location for the contaminated rubble. SCOPE. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and non-personal services necessary for the loading, hauling, and disposal of concrete and asphalt rubble at Beale Air Force Base, CA. Contractor shall perform services in accordance with all applicable local, state, and federal laws, codes, regulations, standards, and criteria in effect.
