## Description

This service is for various HVAC software upgrades that are sensitive in nature and can't be disclosed. This requirement is under the Simplified Acquisition Threshold and will be sole sourced IAW FAR 13.106. Havel is the only certified supplier for Schnieder Electric Struxureware for Indiana. There are multiple certified suppliers, but they all have their own regions. Grissom ARB utilizes Schnieder Electric Struxureware and this requirement is for various upgrades.

The agency may remove or overcome any barriers to competition in the future if they purchase requirements that have no proprietary restrictions for sole sourcing maintenance. However, the DAF and AFRC require us to use certain HVAC suppliers and components, and therefore, have created this sole source environment.
