The purpose of the project is to consolidate a multitude of user groups from both the existing buildings (2245/2248/2249) and other buildings into one holistic facility. The contractor shall provide all materials, equipment, labor, and general conditions to accomplish the construction renovation effort to include: design-build effort, demolition, hazardous material survey, abatement, underground storage tanks, soil testing, structural design and work, water systems, pavement work, storm-water management, utilities work, sewer work, landscaping work, architectural and interior design, temporary facilities, fire safety, exterior walls and roofing, windows, and carpeting. The anticipated period of performance is 910 calendar days broken up into three distinct phases. Location of work will be at Fairchild AFB WA. Work to be performed under the North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction size standard $45.0M. This acquisition will be a Small Business Set-Aside. A pre-proposal conference/site visit will be held in accordance with the solicitation. All prospective offerors are highly encouraged to attend this conference. Offerors are encouraged to submit all questions and requests for clarifications no less than seven (7) days prior to the RFP closing date in accordance with the solicitation. The decision whether to respond to questions and requests for clarification made less than seven (7) days prior to the RFP closing shall be at the sole discretion of the Contracting Officer. Evaluation: Each offeror's proposal will be evaluated in strict accordance with Section M of the Solicitation for Request for Proposal (RFP). The basis for award is to be Subjective Trade-off without technical factors, where past performance will be considered approximately equal to cost or price. The magnitude of the project is between $25,000,000 and $100,000,000.
