## Description

1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This Sources Sought Notice is issued solely for information and planning purposes- it does not constitute a Request for Quotes (RFQ) or a promise to issue an RFQ in the future. This Notice does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not at this time seeking quotations and will not accept unsolicited offers.

Interested vendors are advised that the Government will not pay for any information or administrative costs incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the interested party’s expense. Not responding to this Notice does not preclude participation in any future RFQ, if issued. If a solicitation is released, it will be synopsized on https://www.sam.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.

2. The 30th Contracting Squadron (30 CONS) is conducting market research to identify potential contractors that may possess the expertise, capabilities, and experience to continue the migration of SONET infrastructure to the Ciena DWDM/OTN architecture at Vandenberg SFB, CA. The North American Industry Classification System Code (NAICS) for this requirement is 811210, “Electronic and Precision Equipment Repair and Maintenance.” with the corresponding size standard of $34 million.

To assist 30 CONS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Notice, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering. Please outline how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company’s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). The contemplated procurement is anticipated to include a brand name requirement for Ciena Dense Wavelength Division Multiplexing (DWDM) Optical Transport Network (OTN) architecture.

The contemplated procurement would include the following brand-name items to ensure interoperability with existing equipment: Ciena 6500 Packet Optical Platforms Ciena 40G and 100G Switched Interfaces Ciena 6500 Software Licenses Ciena Manage Control Plan (MCP network management) Software Licenses 3. The information that is received from this Notice will be used to make the best decision on how to proceed with this acquisition. Information received will not be shared with other potential offerors.
