## Description

The purpose of issuing Amendment 01 is to extend the Request for Quotation (RFQ) on solicitation FA460824QC091 from 12 July 2024 to Monday, 15 July 2024 at 10:00AM CDT, update the Statement of Work (SOW), add Attachment 5 – Room Diagram, and provide the government’s answers to the questions submitted in accordance with (IAW) the timeline identified in the SAM.gov posting.

Combined Synopsis - Solicitation for Commercial Items (IAW FAR 12.603) This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This Request for Quotation (RFQ), solicitation number FA460824QC091, is IAW FAR Parts 12 and 13 and is IAW provisions and clauses in Federal Acquisition Circular (FAC) 2024-05, effective as of 22 May 2024. This is a total set aside for small business and the associated North American Industry Classification (NAICS) number is 334111. The small business size standard is 1,250 employees.

NOTICE TO OFFERORS

Funds are not presently available for this effort. The government reserves the right to cancel this solicitation, either before or after the closing date for receipt of quotes. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror for any costs.

**Description/Purpose:** This RFQ is for the purchase, installation, and integration of an Audio/Visual (A/V) Technical Equipment (VTC) renovation for Barksdale AFB, LA. The Contractor shall provide all management, tools, equipment, parts, and labor necessary to complete the installation in accordance with Attachment 2 - Statement of Work (SOW). A TEMPEST design plan, a Red Line design plan detailing wire connectivity, one-year warranty, and initial training to the 2 OSS staff are required as part of this requirement.

Quotes shall be evaluated for technical acceptance by the 2d Operational Support Squadron and the 2d Communication Squadron to ensure that the proposed solution utilized products from Defense Information Systems Agency (DISA) Approved Products List (APL), to connect to the DISA provided Global Video Services GVS-U and GVS-C using IP. All items must be TAA-Compliant, DoDIN certified APL equipment, meet TEMPEST AFSSI 7700, and programing must meet DISA STIG requirements.

CLIN 0001 – Design, purchase, and installation of operational Audio/Visual renovation displaying both UNCLASSIFIED and SECRET Classification levels with proper separation of lines per TEMPEST AFSSI 7700 emission security for Bldg. 6402, Bldg. 6238, Bldg. 6415, and Bldg. 6067 in accordance with the Statement of Work, dated 26 June 2024 and Attachment 4 – Equipment List which is subject to amendment pending site visit.

**Site Visit:** A site visit will be held on Barksdale AFB for the 2d Operations Support Squadron (105 Lindbergh Rd East, Barksdale AFB, LA 71110 BLDG 6402, 2OSS Room 102), 96th Bomb Squadron (115 Lindbergh Rd East, Barksdale AFB, LA 71110 BLDG 6238, Room 238), 20th Bomb Squadron (315 Lindbergh Rd East, Barksdale AFB, LA 71110 BLDG 6415, Room 203), and 2 OSS Warrior Center (Lindberg Rd West, Barksdale AFB, LA 71110 BLDG 6067, Room 202) on Wednesday July 3, 2024, at 08:00 AM Central Daylight Time (CDT).

Offerors attending the site visit will be directed and escorted upon arrival to starting location or visitor control center. Once all attendees have arrived, the group will be escorted into the building. Site visit attendance is recommended; however, it is not mandatory. Please RSVP for this site visit no later than (NLT) 2:00 PM CDT on July 2, 2024. These individuals may use one of the two entry control points listed below to obtain a visitor’s pass: Contractors driving a noncommercial vehicle will meet at the West Shreveport Gate Visitor Center, located at Wilbur Wright Dr, Barksdale AFB 71110, NLT 8:00 AM CDT on July 3, 2024. Contractors driving a marked commercial vehicle will meet at the Industrial East Gate, located at 300 Miller Rd, Bossier City, LA 71112, NLT 8:00 AM CDT on July 3, 2024. Please identify whether noncommercial or marked commercial vehicle will be utilized when responding to RSVP.

Any visitor attending the site visit must not have any outstanding warrants or had been previously barred from Barksdale AFB, LA 71110. Due Date and Time: RSVP for Site Visit NLT 2:00 PM CDT on Tuesday, July 2, 2024. Site Visit at 08:00 AM CDT on Wednesday, July 3, 2024. Questions must be submitted via email no later than (NLT) 8:00 AM Central Daylight Time (CDT), Monday, 8 July 2024.
