The Offutt AFB air show will be utilizing a parking and traffic flow plan developed and written by Solutions Event Services, Inc for parking and traffic operations. This parking and traffic flow plan is proprietary to Solutions Event Services, Inc. No other entity has the authorization to execute the parking and traffic flow plan. Therefore, Solutions Event Services, Inc is the only responsible source, and no other supplies or services will satisfy agency requirements. 55 CONS intends to award this contract through Oral Solicitation using Simplified Acquisition Procedures IAW RFO Part 12. Quotes will be evaluated using the evaluation factors of price and technical capability. Award will be made to the offeror with the lowest total evaluated price determined to be technically acceptable.
