## Description

55 CONS/PKT, Offutt AFB, NE has a requirement to award a Firm-Fixed-Price five year, six month sole source contract to Delta Solutions & Strategies, LLC under authority of 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1(c)(2), Only one responsible source and no other supplies or services will satisfy agency requirements.

The contractor shall provide ITW/AA services, including software updates to the proprietary Missile Warning Threat Suite (MWTS) software; generate dynamic ITW/AA simulations for the Joint Chiefs of Staff, United States Strategic Command (USSTRATCOM), United States Indo-Pacific Command (USINDOPACOM), Defense Information Systems Agency (DISA), North American Aerospace Defense Command – United States Northern Command (NORAD-USNORTHCOM) and other forward users; provide NORAD-USNORTHCOM with Correlation Center Emulator (CCE) and MWTS software engineering, software and simulation enhancement and Command and Control (C2) system virtualization and integration support; develop and support an interface between Missile Defense Agency’s (MDA’s) Training Support System (TSS), Integrated Command and Control System (IC2S) strategic missile warning capability, Combatant Commanders Integrated Command and Control System (CCIC2S) and Global Command and Control System (GCCS); develop, maintain and support software utilized in the production of simulations for processing in Nuclear Planning and Execution System (NPES) which support automated, realistic, dynamic, scalable message generation with near real-time system injection; provide configuration management scheme for the generation and maintenance of scenarios and define applicable quality control methods for Joint Staff and USSTRATCOM/J7 scenarios; integrate the output of the Graphic User Interface (GUI) with the MWTS, the Protocol Data Unit (PDU) Converter, the Global Sensor Integration on Networks (GSIN) and the GCCS; provide formal configuration management, testing and validation/verification of product development and integration; and provide monthly status reports.
