The requirement is to provide: Design and Construction of a mounted static display of the T-1A aircraft on Laughlin AFB within the Ribas-Dominicci traffic circle, located directly northeast of the West Gate. Work may include installation of all necessary drainage, lighting, erosion control, xeriscaping, landscaping, and other features consistent with existing static displays. The Contractor shall furnish all surveys, design drawings, labor, equipment, materials, transportation, administration, supervision, and all else necessary to perform all operations to successfully complete this project. This negotiated procurement will be accomplished by the Best Value Source Selection Method, Performance Price Trade-Off, under full and open competition procedures. The evaluation criteria for proposal evaluation will be accomplished utilizing (a) Technical (b) Past Performance and, (c) Price factors, with past performance history being approximately equal to cost or price considerations. The Contractor shall furnish all materials, labor, tools, equipment, transportation, and all other incidentals necessary to complete the work outlined in the Statement of Objectives (SOO) to design and construct a mounted T-1A Static Display. This Project is a design-build contract. The Contractor shall be responsible for a complete 100% design and for the construction of the design.
