## Description

1. The 82d Contracting Squadron intends to issue a Request for Proposal for a Simplified Acquisition of Base Engineer Requirements (SABER) Indefinite Delivery, Indefinite Quantity (IDIQ) contract for construction efforts at Sheppard AFB, TX (Wichita County); the Sheppard AFB Recreation Annex at Lake Texoma, Whitesboro, TX (Grayson County); and Frederick Auxiliary Airfield, Frederick, OK (Tillman County).

Each construction project will be awarded by an individual task order (TO) issued against the basic contract and specifying work in support of real property maintenance, repair, alteration, and new construction.2. The average SABER Task Order will generally range from $25K to $250K but may also include projects of greater magnitude. Pricing will be based on RSMeans Facilities Construction Cost Data. The maximum amount of the SABER IDIQ is $9.9M.

Period of performance will be for a 5-year ordering period, estimated to start 1 September 2024.3. The North American Industry Classification System (NAICS) is 238990 ? All Other Specialty Trade Contractors. The small business size standard is $19.0 million. This procurement will be advertised as being a 100% set aside for eligible Service-Disabled Veteran-Owned Small Business (SDVOSB).

Proposing contractors shall be registered and active in the System for Award Management (SAM) for their proposal to be considered responsive. The requirement specifications will be posted with the solicitation at www.sam.gov not sooner than 15 days from the date of this synopsis.5.

It is the potential offerors responsibility to monitor the website for any postings and/or solicitation changes, amendments, and closing date. No paper copies of the solicitation will be available and no verbal responses to this synopsis will be accepted.6.

82d Contracting Squadron will be seeking eligible SDVOSB capable of providing accurate quantity take-off cost proposals using RS Means, 65% construction drawings, and providing all labor, materials, equipment, and personnel necessary to manage and accomplish minor construction.7. Proposal questions will ONLY be accepted once the solicitation is posted. All responsible sources may submit a proposal, which shall be considered by the agency.8.

The solicitation, all amendments and associated controlled documents will be posted on Procurement Integrated Enterprise Environment (PIEE) Solicitation Module at https://piee.eb.mil. The solicitation notice will flow to SAM.gov, but the actual posting will be in PIEE. The proposal shall also be submitted through the Solicitation Module in PIEE. All changes that occur to competitive actions prior to the closing date will be posted to Contract Opportunities on https:/sam.gov/ via the PIEE Solicitation Module.

For within scope changes made after the closing date, only those Offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.9.
