The period of performance is a base year with three one-year option periods, from 15 September 2026 to 14 September 2030. This procurement falls under NAICS code 517111 (Wired Telecommunications Carriers), which has a small business size standard of 1,500 employees. This action is processed under the authority of Revolutionary Federal Acquisition Regulation (RFO) Part 12. Market research indicates that competition is not feasible for the following reasons: The required service must leverage the existing fiber infrastructure at the specified location to ensure operational continuity and avoid unnecessary costs. This essential infrastructure is exclusively owned by Charter Communications Operating, LLC, which installed it under a previous contract (FA301624P0175). Engaging any other vendor would require constructing entirely new, redundant infrastructure, leading to prohibitive costs and unacceptable delays in activating this mission-critical backup system Based on these findings, Charter Communications is the only source capable of meeting the government's requirements without incurring significant and duplicative expenses and operational delays.
