## Description

The Air Force Services Center (AFSVC) requires a professional, full-string battery replacement service for one (1) Liebert NX 80-120 Uninterruptible Power System (UPS) and its associated forty (40) Enersys HX505 Valve-Regulated Lead-Acid (VRLA) sealed batteries (jars).

The Contractor shall provide all labor, transportation, tools, calibrated equipment, materials, and supervision necessary to safely perform a complete, full-string VRLA battery replacement for forty (40) Enersys HX505 sealed batteries (or OEM-approved equivalent) connected to the Vertiv Liebert NX 80-120 UPS system. This procurement falls under NAICS code 335999 – Electrical Contractors and Other Wiring Installation Contractors, which has a size standard of 600 employees.

This action is processed under the authority of Revolutionary Federal Acquisition Regulation (RFO) Part 12. Market research indicates that competition is not feasible for the following reasons: Vertiv corporation is the manufacturer of the Liebert NX 80-120 Uninterruptible Power System (UPS) which uses the Vertiv VRLA Batteries as its backup power supply. These batteries are at the end of life and requires replacement.

Vertiv is the only vendor capable of providing the battery and installation service without requiring a costly and highly disruptive physical installation from a competitor. Transitioning to a new provider would force the government to fund redundant infrastructure, undergo lengthy equipment replacements, and face significant service delays.

Awarding this contract to Vertiv leverages their pre-existing network footprint, proven compliance with JBSA security protocols, and established base relationships, ensuring immediate operational readiness at a fair and accurate price point. This informational notice is not a request for competitive proposals. However, interested parties capable of fulfilling this requirement may submit a capability statement by the published deadline.

Submissions must provide clear and convincing evidence that competing this action is advantageous to the Government. The Government retains sole discretion to determine whether to compete this procurement based on the responses received. The response period is abbreviated due to the urgency of the requirement.
