THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is NOT a solicitation, but market research to determine potential sources that can provide this requirement in accordance with attached documents. Please also fill out the attached (Request for Information) RFI document. Attachment 1- Salient Characteristics- 18 Jul 2026 Attachment 2- Statement of Work- 18 Jul 2026 Requesting information of non?functional training weapons that are used for weapon handling, familiarization, and instructional activities.

These devices are designed to replicate the form, fit, and basic mechanical manipulation of duty?style weapons; however, they are not firearms, cannot chamber or fire ammunition, and cannot be converted into functional weapons. In practice, these devices support hands-on instruction in basic weapon handling, takedown and reassembly, cleaning procedures, and general familiarization and confidence handling. Specific to the inventory, the M14 trainers are classified as non?weapon devices.

They contain no chamber, barrel, rifling, or fire?control components, and they are used exclusively for hands?on training without live?fire capability. To ensure safety and regulatory compliance, the M14 trainer is not machined to accept any trigger, hammer, disconnector, or fire?control components. Furthermore, it includes permanent physical obstructions and structural geometries that prevent conversion into a firearm, meaning it is not regulated as a firearm by the ATF or any state authority. Finally, an additional device in an M4?style configuration is utilized under these same parameters and is used for the exact same training purposes as the M14 trainer.
