## Description

The Department of the Air Force, 338th Enterprise Sourcing Squadron (338 ESS) intends to award a single follow-on firm-fixed price (FFP) Indefinite delivery Indefinite Quantity (IDIQ) contract to Lockheed Martin Corp., 100 Global Innovation Circle Orlando, Florida 32825 under the authority of 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements”.

The Hercules Training Center (HTC) in Marietta, Georgia, owned by Lockheed Martin Corporation, is the only contractor facility in the United States able to provide level “D” C-130J simulator training with six (6) degrees of freedom (Yaw, Pitch, Heave, Thrust, Roll and Sway). All other C-130J training is provided on simulators owned and operated by the Department of Defense (DoD); these simulators are not always available to support International Military Students (IMS).

The simulators owned and operated by the HTC are the only level “D” simulators in the United States, outside the DoD, which are available to support this requirement. In addition, no other source currently has fully developed training courses, manuals, handouts, and cockpit mock-up panels that are individually tailored for Foreign Military Sales customers for C130J.

The schedule of performance for this follow-on acquisition is estimated to be a three (3) year base ordering period and two (2) option years scheduled to begin 08 January 2025. The anticipated award effective date is 08 January 2025. This Notice is NOT a request for competitive proposals nor a solicitation for proposals. A determination by the government not to complete this requirement is based solely at the government's discretion.
