The contractor shall provide crew and support staff in order to meet all training requirements and to support all logistical requirements during extended training scenarios. The performance of this requirement displays risk factors involving the management of multiple personnel both military and civilian, water/diving safety, maritime water vessel safety procedures, and overall task coordination between multiple training elements. It has been determined that this requirement is mission-essential as these water vessels provide the training environment needed to conduct five and seven-level upgrade training within the Air Force's Pararescueman and Combat Rescue Officers.
