The total estimated value is under the SAT. The reason for this noncompetitive contract action is that Quality Research & Development Consulting Inc has been deemed the sole provider of the materials needed to meet the governments requirements. The tested reasuable universal skidboards have been authorized for the airdrop of USAF UAT containers. Deviation to other vendors creates a potential risk for non-compatability for existing honeycomb EDMs. Authority to solicit with only one source is given via FAR13.106-1(b).
