THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE MODIFICATION TO 70CDCR25D00000011 The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO), intends to award a sole source modification of Indefinite Delivery Indefinite Quantity (IDIQ) contract number 70CDCR25D00000011 to Akima Infrastructure Protection, LLC (AIP) for temporary detention infrastructure and required support services at the Batavia Service Processing Center. ICE ERO requires a temporary detention structure to safely house up to 100 detainees of all security levels within the existing ICE service processing center’s property. The structure and support services services shall conform to the most current version of the Performance-Based National Detention Standards (PBNDS) 2011 with 2016 revisions. The contractor shall provide all necessary systems, equipment, etc. of sufficient size and scope to safely house and service a population of 100 detainees and must meet all requirements outlined in the required standards This anticipated modification will be made under the authority of FAR 6.103-1: Only one responsible source and no other supplies or services will satisfy agency requirements. Market Research conducted by OAQ and ERO, determined that only Akima Infrastructure Protection, LLC can meet the requirement in the required timeframe without unacceptable risk to ERO operations. This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future will be in the best interest of the Government. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 5:00 PM Eastern Daylight Time on August 28, 2026, by email to ian.somppi@ice.dhs.gov; no telephone communications will be entertained.
