## Description

THIS IS A NONAPPROPRIATED FUND (NAF) COMBINED SYNOPSIS/SOLICITATION AND FEDERAL ACQUISITION REGULATION (FAR) RULES DO NOT APPLY. THERE IS NO REQUIREMENT FOR SET-ASIDES. NO FURTHER INFORMATION WILL BE PROVIDED OTHER THAN WHAT IS STATED BELOW. This is a NAF purchase, and it does not obligate appropriated funds of the United States Government. This purchase does not involve federal tax dollars. This solicitation and subsequent award are in accordance with the NAF Standard Clauses (1 May 2024).

The FAR clauses and provisions do not apply to NAF purchases. This solicitation is being issued as a Request for Quote (RFQ) with an assigned solicitation number of F41999-25-Q-0041. This announcement constitutes the only solicitation. The Government is not obligated to and will not pay for quotes received as a result of this announcement. The Air Force Services Center (AFSVC), Food & Beverage (F&B) Division, manages Appropriated F&B operations across the Air Force (AF).

AFSVC requires periodic updates to the existing Food 2.0 Operations Plan, allowing for customization from its current Portfolios to a Regional structure. This update will streamline the transition while helping address current concerns and challenges.

AFSVC is seeking an independent assessment designed to enhance efficiencies and effectiveness of current Food 2.0 and Campus Dining System models from a professional hospitality firm that possesses a minimum of ten (10) years of experience in the F&B hospitality industry, including engagements in college, healthcare, and Business & Industry sectors.

These sectors encompass a range of arrangements, including independent, chain-owned, or concessionaire setups, each employing diverse acquisition and operational strategies (see the attachment for Contractor Qualifications in the Statement of Objectives).

Interested contractors desiring to ask questions related to this RFQ must submit their questions by email to james.boykin.2@us.af.mil and valerie.baltimore@us.af.mil no later than (NLT) 2:00 PM CST Thursday, 13 Mar 2025. Answers will be posted NLT 4:00 PM CST Monday, 17 Mar 2025.
