## Description

The new contract will cover a range of services including local and long-distance calling, international calling, Primary Rate Interface (PRI) Session Initiation Protocol (SIP) local exchange trunks, point-to-point circuits, commercial business lines and features, direct inward dialing directory numbers, and number portability.

The specific requirements for local exchange and dial-tone services are outlined in the Performance Work Statement (PWS).A vital performance requirement is the vendor's response time and restoration of services during outages. Tinker AFB, OK, must maintain continuous telecommunications services, and the vendor is expected to respond to the Government within one hour of notification for any outage classified as high priority.

In cases of catastrophic, emergency, or serious outages, the vendor must restore services within the time frames defined in the PWS Services Summary.

Additionally, the vendor will prioritize service restorations in accordance with the Telecommunications Services Priority (TSP) and the installation's Restoration Priority List (RPL).Another essential performance requirement is the vendor’s capability to provide all necessary transmission facilities, equipment, materials, maintenance, test equipment, and design layout for local access and transport services at the designated demarcation point.

This includes the installation of PRI/SIP trunks and the ability to port all existing Direct Inward Dialing (DID) and Commercial Subscriber Line (CSL) numbers at Tinker AFB, OK. The contractor must also provide any special items, equipment, wiring, or infrastructure needed to ensure compatibility with the Government’s current infrastructure. The contractor will be responsible for troubleshooting and maintaining the operation of the circuit up to its termination point.

A critical consideration in the acquisition process that may impact contract performance timelines is the transition period—referred to as the "cut-over"—when a new contractor is awarded the contract. This transition will require coordination between the incumbent contractor and the new contractor and could result in a cut-over period ranging from 90 to 180 days, which would affect the Period of Performance (PoP) of the contract.
