## Description

THIS IS A NOKIA BRAND NAME REQUIRMENT for Nokia . This is a 100% Small Business Set Aside. Edwards AFB, CA is seeking an Authorized Nokia Reseller, Small Business to assist with our Gray Butte Data Acquisition and Transmission System (GBDATS) Upgrade.

The following equipment and services are needed for GBDATS Upgrade: - Equipment: Nokia 9500 MPR microwave radio equipment (hardware, software) - Services: * Installation * Training * Warranty and Maintenance Service Contract This is expected to result in a firm-fixed price acquisition with one (1) base year and 4 (four), one-year options. If awarded, the resultant contract is anticipated to include the following Contract Line Item Number (CLIN) structure:

**CLIN 0001:** All supplies, including hardware and software 0002:

**Transmission/Product Engineering 0003:**

**Installation Services 0004:** Additional Services (Program Managment, Application and Configuration Release)

**0005:** Adjustments (Inflation)

**0006:** Warranty/Maintenance Services (base year)

**1001:** Warranty/Maintenance Service (year 2) 2001: Warranty/Maintenance Service (year 3) 3001: Warranty/Maintenance Service (year 4) 4001: Warranty/Maintenance Service (year 5) Please see the attached Requirements Document and redacted Fair Opportunity Exception Justification, GBDATS Specs document, Service Contract Act Wage Determination, and Anticipated Clauses and Provisions for more information.

Interested parties who believe they can meet all the requirements for the items described in this RFQ are invited to submit, in writing, a complete quote with enough information for the Government to evaluate the requirements detailed in this RFQ. Offerors shall submit quotes via email; please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted. Late submissions will not be accepted.

This award will be made using the lowest price technically acceptable (LPTA) evaluation methodology. In order to be found technically acceptable, the quote must demonstrate the contractor's ability to provide the product as outlined in the Requirements Document and justification attachments. In addition, the Program Manager will evaluate quotes to determine technical acceptability. It is a pass/fail basis. If a quote fails, it will be determined to be not technically acceptable.

Only one award will be made under this RFQ. The Nokia 9500 MPR microwave radio equipment (hardware, software) and supporting services are BRAND NAME REQUIREMENTS. ONLY AUTHORIZED NOKIA RESELLERS ARE INVITED TO BID.

**EVALUATION CRITERIA:** Order will be awarded to the vendor using LPTA evaluation methodology. The awardee will have the quote that reflects the best value to the government considering price and technical capabilities. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. Provisions and clauses can be viewed via internet at Acquisition.gov, https://www.acquisition.gov/ Offerors shall prepare their quotations in accordance with FAR 52.212-1. **10. FOB Destination:** The provision at FAR 52.212-2, Evaluation - Commercial Items applies to this acquisition. ADDENDUM to FAR 52.212-2, Evaluation – Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet the Government requirement; (Your quote package MUST clearly show and demonstrate your company’s ability to meet the stated requirements outlined in the Product Specifications. Failure to provide enough information will result in a determination of quote being unresponsive to the solicitation.) (ii)

**Price Additional Contract Terms and Conditions:** Please find a contemplated list of additional provisions/clauses in the attachments; the final list of clauses is dependent upon actual dollar value of the contract award and may change from those provided in the attachment. Full text for the clauses and provisions can be accessed via https://www.acquisition.gov/. It is the government’s intent to award without discussions. Therefore, each initial quote should contain the offeror’s best terms from a price and technical standpoint. However, the government reserves the right to conduct discussions if the Contracting Officer (CO) determines discussions are necessary.
