announcement constitutes a Sources Sought Synopsis and Request for Information (RFI) to afford industry an opportunity to provide information regarding their capabilities to provide commercial items. Parties that respond will not be paid for the information submitted. The Air Force is hereby requesting capability statements and other information from interested sources. General Information: The 412 EWG/EWS at Nellis AFB, NV is in the process of determining the acquisition strategy to obtain information from potential eligible and interested contractors shall furnish all supervision, labor, equipment, and materials necessary to provide 5-year (Base + 4-year options) JSE Nellis Tower Cleaning (see attached Statement of Work). The AFTC anticipates awarding a contract under the associated North American Industry Classification System (NAICS) is 238220 with a standard size of $19,000,000.00 and a Product Service Code (PSC) of J079. A firm-fixed price contract will be contemplated. System for Award Management (Sam.gov) registration is mandatory for this contract (see SAM.gov website at (https://sam.gov/content/home). Responses will contribute to the Market Research Report as part of the acquisition strategy development process. Sources responding are invited to provide input and recommendations concerning contract type, contract clauses, and other aspects of the acquisition and anything else that may help to develop an efficient and effective acquisition strategy. If sufficient responsible and capable sources are identified, a formal RFQ will be posted on SAM.gov. Interested parties are requested to furnish a capability statement detailing their capabilities to provide these services, include highlights of experience on similar government or commercial contracts/agreements. In addition, please indicate business size (Large or Small), CAGE code/DUNS, provide a list of any contracts or other agreements similar in nature, the program/project name, contract number or other identifier, administering office/address, and the point of contact with the current telephone number. (ix) FAR 52.212-2 Evaluation – Commercial Items, is applicable to this RFQ. ADDENDUM TO FAR 52.212-2 Evaluation Commercial Items The solicitation provides that quotations will be evaluated using Best Value to the Government. The award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. The technical acceptability factor contains two non-cost subfactors: 1. Ability to provide all requirements in the attached Statement of Work 2. Experience offers must submit at least three (3) instances of providing cleaning of specified equipment. The agency will first rank quotations according to price, from lowest to highest, and will evaluate the three (3) lowest-priced quotations as either technically acceptable or unacceptable, reserving the right to evaluate additional quotations for technical acceptability if deemed to be in the best interest of the government. Evaluation Factors: 1. Price 2.Technical Acceptability Technically Acceptable Subfactors: a. Ability to provide camera system and installation per specification in the SOW. b. Experience - submit at least three (3) instances of providing cleaning of specified equipment. Experience, for those offers submitting at least three (3) providing cleaning of specified equipment., quality will be assigned ratings of satisfactory or unsatisfactory, offerors rated unsatisfactory will be found not technically acceptable for experience. The Government will award a contract resulting from the RFQ to the responsible offeror whose quote is responsive to the RFQ, and considered to be the Best Value based on the criteria set forth above. (x) Offerors must include with their quote a completed copy of the provision at FAR 52.204-7 together with DFARS 252.204-7004 Alternate A, System for Award Management and FAR 52.212-3, Offeror Representations and Certifications—Commercial Items with Alternate 1, with their quote, unless this information has been submitted electronically as part of its annual representations and certificates at https://www.sam.gov.
