This will be in accordance with Federal Acquisition Regulation (FAR) 12-Acquisition of Commercial Items. Persistent Systems LLC is the only known company that is capable of providing an IP Radios mesh network with the Wave Relay System to support to meet the requirements of the USAF Test Pilot School and integrate with other established mesh networks located at Holloman AFB and Davis Monthan AFB using the Wave Relay System. The work description includes: Upgrade the X-62 VISTA aircraft, 2 each T-38 aircraft, and the Test Pilot School (TPS) control room with MPU5 Internet Protocol (IP) based radio network and supporting equipment. The items mainly consist of: MPU5 radios, various ground station antennas: rugged blade, dual SAW filt, omni-directional blade, high power RF modules, USB to Ethernet converters, mounting plates, cable assemblies, a multi-band tracking antenna system, and product training. The North American Industry Classification System Code (NAICS) is 334220 and the size standard is 1,250 employees. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3572. This notice is not a request for competitive proposals. Any interested parties believing they can meet all the requirements listed above, may submit a capability statement detailing how all requirements can be met.
