## Description

**Notice Type:** Notice of Contract Action – Best Source Selector Justification, Statutory Authority: FAR 13.106-1(b)(1) – 41 USC 1901- Only one responsible source and no other supplies or services will satisfy agency requirements.

**TBD Synopsis:** The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Delta Information Systems INC (GDP 747 Dresher RD STE 125 Horsham, Pennsylvania 19044-2247, United States. This is expected to result in a Firm Fired Price Contract for acquisition of their best source selectors.

The contract will be executed by means of other than full and open competition, due to GDP as they are the sole proprietary source for these best source selectors. This makes them the only vendor capable of providing the needed best source selectors.

The authority permitting other than full and open competition is 41 USC 1901 FAR 13.106-1(b)(1) – 41 USC 1901 - Only one responsible source and no other supplies or services will satisfy agency requirements. , when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements.

The Combined Test Force currently requires the acquisition of Delta Information Systems INC (GDP) Best Source Selectors. The source selectors will be used to assist with TM testing within the Combined Test Force. This equipment is essential in furthering the current testing capabilities for the Combined Test Force allowing for future mission readiness. GPD Best Source Selectors are currently the only commercially off the shelf selectors that can be used.

They have been proven to meet or exceed all needed requirements. This equipment can currently meet all specifications for current and expected future testing requirements. No other sources were able to be located during the Market Research phase. A change to a different type of source selector would cause potential delays in receiving the product which could delay the current test schedule.

Along with the potential costly testing delays, switching to another brand or style of source selectors would not yield significant cost difference that would recoup the potential loss of time. Along with this information the Combined Test Force needs to keep congruency with their current hardware. The Government requests that initial feedback, comments and questions be submitted no later than 3 (3) calendar days from the date of this notice posted to www.beta.SAM.gov.

The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
