## Description

This is a Notice of Contract Action (NOCA) and is not a Solicitation or Request for Proposal (RFP). Responses to this NOCA are strictly voluntary with no cost or obligation to be incurred by the Government.

The Air Force Life Cycle Management Center, Armament Directorate, Direct Attack Division, Direct Attack Munitions Branch awarded a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) contract for five (5) years, with an option to extend two (2) additional years on 8 September 2026, to Superior Forge and Steel (FA8681-26-D-B003) located at 1820 McClain Rd Lima, OH 45804; Ellwood National Forge (FA8681-26-D-B004) located at 1 Front St, Irvine, PA 16329; Faxon Machining, LLC (FA8681-26-D-B005) located at 11101 Adwood Dr, Cincinnati, OH 45240; and Grand Valley Manufacturing (FA8681-26-D-B006) located at 701 E Spring St Bldg 52, Titusville, PA 16354 in support of Large Penetrator Warhead Case Assembly Production.

The cumulative maximum ceiling for all awards is $149,000,000. The four contractors were determined qualified to manufacture Large Penetrator Warhead Case Assemblies, including the production of associated full and subscale variants weighing approximately 2,000 – 30,000 pounds.

The Period of Performance is expected to be approximately September 2026 through September 2031. If the option to extend the term of the contract is executed, performance would extend through September 2033. The North American Industry Classification System (NAICS) Code for this effort is 332993; with a small business size standard of 1500 employees. This NOCA neither constitutes a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does it restrict the Government to any specific acquisition approach.

This NOCA is for information and planning purposes only and is not to be construed as a commitment to a contract by the Government. The contractor shall manufacture and deliver Large Penetrator Warhead Case Assemblies with associated components in accordance with the Technical Data Package (TDP). The contractor shall perform detailed metallurgical analyses to ensure that their proposed tooling, design, and manufacturing processes can reliably produce the warheads and associated hardware as described in the TDP.

An Ombudsman has been appointed to address concerns of potential sources. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
