This acquisition is being pursued on a sole-source basis because the TCT 4 Boom Trap system is a proprietary design of Action Target. Action Target is the only vendor possessing the requisite technical knowledge and access to the government-approved OEM parts necessary to restore the range to operational safety. Furthermore, Action Target is the sole entity authorized to perform maintenance on the equipment they originally installed in 2008 from Contract No. W912L7-06-F-0119.
