## Description

**Project:** Reactive Chip Drum Stabilization Project at Y-12 National Security Complex, Oak Ridge, Tennessee Introduction: Consolidated Nuclear Security, LLC (CNS) is seeking interested parties to contract for the deactivation and stabilization of a population of approximately 200 55-gallon drums of fines consisting of comingled lithium, beryllium-contaminated, painted stainless, and depleted uranium chips and turnings.

CNS prefers to contract with one entity capable of performing the activites generally outlined herein. The successful bidder (Contractor) will be responsible for the deactivation of the lithium and stabilization of the chips for disposal. This effort may be completed a the vendor facility or at the Y-12 Site. For off-site processing, the vendor will be responsilbe for transportation of the material from the Y-12 Site to the vendor facility.

The vendor site must be capable of storing and processing classified matter to accomodate all relevant tasks to complete this effort. For on-site processing, the vendor must provide an enclosure to process the material. Consolidated Nuclear Security will supply a suitable location and the necessary security planning and documentation. Interested parties are encouraged to reply to the expression of interes if they can provide the services listed below. CNS will use the information obtained from this Expression of Interest (EOI) and other details to structure a Request for Proposal (RFP).

**Background:** The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by CNS.

**General Scope Description for Chip Processing Project:** The project includes chip drums with lithium hydride, lithium deuteride, beryllium, stainless steel with chromium and strontium paint. All the materials will be mill fines, chips, lathe turnings, or powder. All materials must be processed to meet LDR requirements for disposal at the Nevada National Security Site per the NNSSWAC.

**Summary:** Reactive Chip Stabilization Project will be executed using Fixed Price subcontract. The scope of work will be performed by the selecting the bidder that Technically Acceptable, then Lowest Price evaluation.
