This requirement is being procured in accordance with FAR Part 6.302-1, only one responsible source. The determination to select Liz Sargent HLA for the services is based on logical follow-on of the Determination of Eligibility (DOE) for the National Register of Historic Places and the Cultural Landscape Report (CLR) for the Chadwell Gap Historic District. It will benefit and be a cost savings to the government to contract the LSHLA and WJE team because of their prior knowledge of this structure and site, as well as their expertise in historic construction. The existing DOE and CLR were already accomplished by the contractor has been accomplished. The treatment plan and structural repair design will require continued research which is a logical follow-on of existing work already accomplished. Additionally, it is in the best interest of the Government to stay with the original contractor to decrease potential costs on the overall project by saving on unnecessary manpower for re-accomplishing research that was already accomplished.
