## Description

NOTICE OF INTENT The Department of the Interior, U.S. Geological Survey (USGS) intends to negotiate a purchase order with IHS Global, Inc. for Petra Software License Renewal. The USGS, California Water Science Center has a large cooperative program designed to determine where oil and gas development activities may affect groundwater users.

Petra is the software currently being used by our petroleum geologists to store a wide range of information about geological formations and well data and enables a wide range of data analyses in support of interpretations. The need for access to the data available by this license is vital to the efforts of this program and to the USGS mission. IHS Global, Inc. is the software developer; no resellers exist. PSC 7A21 IT and Telecom - Business Application Software (Perpetual License Software).

NAICS 541511 Custom Computer Programing Services, associated size standard $34 million. Estimated period of performance: 04/01/2024 - 03/31/2025 Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures of FAR Part 12, entitled, Acquisition of Commercial Products and Commercial Services.

Petra is a proprietary software only available from IHS Global, Inc. The software is unique in terms of its capability to import and use information produced by the petroleum industry such as digital well logs, formation maps, and core data in combination with analytical tools to speed standard petrophysical interpretations.

Other interested concerns having the ability to furnish these services may submit a capabilities statement no later than the closing date of this announcement on Friday, February 2, 2024 at 1200 hours, Eastern. All responses will be evaluated to determine if competitive opportunities exist, and must be submitted in writing by email to jongjoco@usgs.gov. Neither hardcopies nor web portal submissions shall be considered.
