The object of this sole source award is to require the purchase and refurbish global positioning system (GPS) radio collars to monitor grizzly bear movements set up with option years in the Cabinet, Purcell, and Selkirk Mountains of Montana, Idaho and Washington. Monitoring these animals supports the recovery efforts in these Endangered Species Act threatened populations. Monitoring of movements is necessary as wildlife populations move across the Northern Rockies landscape in response to changes in distribution and abundance of habitats and key foods resulting from population shifts and growth. Telonics is the manufacturer of our existing collars that transmit data to us through a third party (Metocean / Iridium). These collars collect and store grizzly bear position data using GPS satellites_ for later download via the internet. The third party assembles all data from these collars and directs it to us through proprietary software for storage in our data archival system. The collars can be refurbished as opposed to buying brand new collars and the continuity of the project is preserved by using compatible equipment. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.
