The object of this sole source award is to require the purchase of solar-powered, GPS transmitters - OrniTrack-E20 4GS transmitters. Since the USFWS is partnering with University of Arkansas at Monticello (UAM)it is critical that we continue to use Ornitela UAB., for all transmitters to maintain consistency of other parameters critical to the experimental design of the study. Therefore, this requirement will be purchased as a sole source to Ornitela UAB considering no other vendor can fulfill the requirement to maintain the consistency required to have a successful design of the study experimentally. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.
