U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS Natural Resource Program Center intends to award a firm fixed price sole source base plus four option year contract under the authority of (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000: Kisters North America, Inc. 3550 23rd Ave. s STE 5 Lake Worth Beach, Florida 33461 The North American Industry Classification System (NAICS) code for this requirement is 541512, Custom System Design Services. The object of this sole source award is to have continued support for water monitoring databases to supply data to protect water rights, aid water and habitat management activities, warn of impending flood waters, maintain high hazard dams, comply with regulatory requirements, design sustainable infrastructure, ensure adequate water quality and track climate change. Combined, regional water resource programs currently maintain over 500 active water monitoring sites and manage data for over 800 total sites. Water Information Systems KIsters¿ WISKI (Kisters, North America) is a proprietary water data management software used by the Service under a site license first purchased in 2017. At the same time, the Service also purchased the KiWIS module for WISKI, a web-based application that allows for sharing Service water monitoring data. Service water resources time-series data is housed, analyzed, and reported from WISKI and KiWIS. Kisters North America is the sole proprietor and vendor of the WISKI and KiWIS database/software. The annual license, support and maintenance fees are not available from any other source. All USFWS water resources time series data is housed, analyzed and reported from WISKI and KiWIS. They are maintained on a central cloud based server administered by IRTM at the Denver Data Center. All eight regions use the central WISKI and KiWIS applications. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.
