## Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR QUOTE Flandreau Indian School (FIS) is an off reservation boarding school located in Flandreau, SD and is operated by The Department of the Interior, Bureau of Indian Education. FIS has a need for education support services during the 2024 – 2025 school year. Due to limited staff, resources, or space the FIS is not able to offer a variety of courses which focus on and improve trade skills.

FIS is responsible for providing a quality education by offering core courses, elective courses, including a variety of dedicated clubs and activities, as necessary to meet graduation requirements. FIS intends to enter into a sole source contract under the authority of FAR 13.106-1(b)(1), Only One Responsible Source. The Government has determined that only one responsible source is available, and no other source will satisfy agency requirements due to the unique circumstances of this requirement.

**08/22/2024 – 05/15/2025 Estimate Grand Total:** $38,412.00 The FIS intends to send approximately 12-students to a neighboring campus to attend offsite technical courses which FIS is not capable of providing.

Elective courses include focus areas such as but not limited to media production, health careers, carpentry, agriculture, auto body repair, automotive technology, cabinetmaking, welding, information technology, engineering, etc. Other school districts in the area offer similar programs however, they either service their own cooperative of schools only or are not located within a reasonable distance for BIE students to attend a 1-hour class block and return to the FIS for the remainder of the school day.

The select vendor is capable of meeting student needs in various focus areas that BIE is not capable of providing and is located within a reasonable distance. A competitive solicitation will not be issued. Technical questions will not be answered for this requirement being this is not a request for quote nor proposal and the government is not accepting quotes nor proposals in response to this notice. Any contractor information provided in response to this notice is strictly voluntary and shall be at no cost to the government.
