THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. * The United States Department of the Interior (DOI), Bureau of Indian Affairs (BIA), Pacific Region Office (PRO), intends to award a contract to Historical Research Associates (HRA), a Non-Indian Owned Business, for highly specialized services for historical research analysis in Owens Valley, CA. These services will be obtained under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1 \"Only One Source and No Supplies or Services will satisfy Agency Requirements\". * Historical Research Associates possesses unique qualifications as they were involved in the initial historical analyses of tribal land and water issues in the Owens Valley. Their work was conducted in the mid-1990s to support the water rights settlement negotiations between the Tribes, Los Angeles, and the Department of the Interior. HRAs work included investigations of title history and water rights for Owens Valley Paiute lands exchanged by the United States with the City of Los Angeles in 1937, water rights filings relevant to the Fort Independence Indian Reservation, the 1924 Oak Creek Decree, and past water uses from Oak Creek. This scope requires the examination of secondary and government sources, research Indian claims commission records, executive orders, land purchases and exchanges, allotments, research tribal organization and government, tribal signatories and prepare a comprehensive report on the history of tribal land and water rights in Owens Valley. * No solicitation is available and no technical questions will be answered for this requirement.
