Reg. 14549 (Apr. 3, 2025). On May 27, 2025, U.S. District Court Judge Richard J. Leon permanently enjoined certain defendants, including the Department, from implementing Executive Order 14250. The Court’s order is attached. Accordingly, all Department officers, staff, employees, and contractors must ensure compliance with the Court order enjoining Executive Order 14250. The position of the Executive Branch is that issuance of Executive Order 14250 was lawful and implementing its directives permissible, and the Department is working with the Department of Justice to pursue any viable appeal of the Court’s order. Until such time as a subsequent court order provides otherwise, it is important that the Department comply with the Court’s order as any failure to do so may result in contempt. Please contact the Office of General Counsel or your contracting officer, as appropriate, with any questions regarding carrying out and complying with the Court’s order.
